Tree Permits
Trees in Plandome stabilize soil, prevent erosion and flooding, absorb pollutants, produce oxygen, moderate microclimates, enhance beauty, boost property values, reduce noise and support wildlife. To protect these benefits, the village regulates all tree removal and major alterations within its limits . Residents must obtain a permit before removing or significantly altering any tree with a trunk diameter of 10 inches or more .
Definitions
Tree: Any living woody plant (roots through outermost branches) with a trunk ≥ 10 inches in diameter at breast height .
Substantial alteration: Major pruning, topping or limb removal beyond routine maintenance.
When A Permit Is Required
A permit is needed unless:
Work is part of an approved building-permit site plan (Design Review Board)
Alteration is routine pruning
An emergency removal is certified in writing by the Village Official
Application Steps
Download & fill the application:
Provide your name, property address, contractor info, reason for removal
Mark each tree: Tie a bright ribbon at breast height.
Submit supporting docs:
Sketch of property w/tree locations
Certified arborist’s report addressing tree health, risk, utilities interference
Proof of contractor’s insurance
Pay initial fee: $75 per tree, due on submission
Inspection & Fees
A Village Official inspects tree(s), rates condition (1 = healthy to 5 = highest concern)
Inspection fee: $95 per tree, due after inspection
If approved, removal may proceed.
If denied, applicant may appeal to ZBA (additional fee).
Penalties & Protection
Removing a tree without a permit or failing to protect adjacent trees during construction may trigger fines, required replacement, or hold on Certificate of Occupancy under Chapter 153 .
