General Building Permit Applications
- Building Permit & Energy Code Guidelines - Before you start any construction or alteration, it’s important to review the full process. This guide walks you through zoning, DRB approval, inspections, and energy compliance. It helps ensure your application is complete and avoids delays. 
 
- Building Permit Application - Long Form - Use this if your project includes: - New buildings, major additions, or significant exterior changes 
- Any construction requiring Design Review Board (DRB) approval 
 
- Also required for Long Form submissions: - Part A – Instructions ⟶ Walks you through the process 
- Part B – Site Plan Review ⟶ Required for zoning & layout approvals 
- Part C – Tree Regulations ⟶ Protects trees during construction 
- Part D – DRB Guidelines ⟶ What the DRB looks for in your design 
- Part E – Homeowner and Contractor Affidavits ⟶ Required signoffs 
 - These forms are bundled with documents required by the Design Review Board. The Village places a strong emphasis on zoning compliance, tree protection, and maintaining aesthetic consistency. These PDFs are designed to help you complete the process correctly from the start. 
 
- Building Permit Application - Short Form - Use this for smaller projects that typically don’t require DRB review, like: - Plumbing jobs, backup generators, small decks or sheds, or minor renovations 
 
 
Affidavits & Design Review
- DRB Application Fee: $1,000 – check payable to the Village of Plandome 
Site Plans & Environmental Forms
- Short Environmental Assessment Form - Used for local projects that require a basic environmental review under the State Environmental Quality Review (SEQR) process. Completed by the applicant and submitted with building or site plan applications. 
 
- This is the official SEQR form used for “Unlisted Actions” under state regulations. Part I is completed by the applicant; Parts II and III are completed by the Village.
